I need to know where i can change my IP on my NIC card for LANS.
-and-
I need to know how to disable start up programs.

Startup Control Panel is easy to use.

To change your IP settings go to Network and Dial Up connections in Settings. From the right click on the network connection you want to edit then select TCP/IP and click on the Properties button

Right click on network neighborhood on the desktop select properties. Double click on local are connection. get properties of TCP/IP and you will see it in there.

TO remove program from boot just take them out of the start-up folder. If they are imbeded you'll need a win boot tool, but I can't remember the name. Anyone!!

Another question, i cant seem to see any of the win98se systems on my network, any ideas?

How do i enable file sharing on 2k also?

Make sure you all have the same work group setup.
Sharing is turned on in the network control panel above tcp/ip as i explained before.

Then right click on a folder and select sharing.

you wont see any win98 systems unless they have file & print sharing enabled. only w2k machines will show up by default as being connected to the network

You can use TWEAK-UI to modify Startup programs. And to change your IP address, just goto the Properties of the Local Area Network connection.
