Win XP Taskbar Acting Funky

I just built the machine and put XP Pro on it; no major issues. I have noticed, however, that my taskbar keep placing an empty toolbar in it. Sometimes it won't be there and I'll walk away for a minute or two, and when I come back I'll notice it in the taskbar. Occasionally it won't be empty but will have a copy of the taskbar icons of my open windows. I can only shrink it down so far so it's an annoyance. I've noticed that sometimes even when I lock the taskbar I can still manipulate the size of the extra toolbar. I currently only have the Quick Launch bar activated, so I'm not sure what can be causing it. Here's a picture:
