Win XP restart problim

OK my computer WONT restart.

Im running XP Pro with ALL thr updates and service packs. when i choose "Restart" from teh start menu it dosent restart. sometimes itll close half teh programs and just sit there. sometimes it cleses them all sometimes none.
it does teh same thing when I choose "turn Off" whenever i need to restart my computer. after an install or whatever i have to restart it useing the button on teh case. anyone have any idea WTF is going on with my comp

The power good signal, the gray wire on # 8 is the one, if it doesn't have a constant good signal, you'll have problems.

You can try to disable selective suspend by unchecking the box that says Allow the computer to turn off this device to save power.
Some USB devices don't support it, and the system will hang on shut down or startup.
