Win XP Quick Launch Toolbar Question

I friend of mine had XP installed in his computer yesterday. It was my job today to straighten out the mess that the computer repair place made.

I noted that the Quick Launch Tool bar can accommodate only three icons and there are no >> greater than symbols after the three so I cannot add more icons. Can anyone help. I don't have the foggiest idea how to fix it.

The bar is locked. Right click the taskbar and there is an option "Lock the taskbar". Uncheck it, if it is checked, and you should be able to make changes.

You should also be able to create shortcuts on the quick launch by just dragging the icon onto the bar.
 
I also recommend (once the toolbar is unlocked and 'manageable', make your taskbar wider (higher) by one row. Allow the Quick Launch toolbar to be on top all by itself. Even on a small laptop screen I do this. Thus, all your open programs will assume their positions underneath the QL toolbar. It's neat and efficient.
