Win XP internet problem

I just built new computer but had some internet connection problem.
I'm running a single pc ;

AMD 64 2800+
Soltek SL-K8AN2E-GR NFORCE3 250G
WD S-ATA 80G
Coolergiant 480W
1 CD and 1 Floppy drives
2 ATI 9200SE
Window XP home edition(SP2)
Cox cable high speed internet
AVG free
AntiVir XP
Spybot-search&destroy
Spywareblaster
macfee stinger
Zonealarm

my problem is computer is not responding from its connection pretty often.
in the middle of downloading of a web page or receiving datas, it stopped.
and few minutes later it's working again.
so first I thought it was just Cox connection problem. but it keeps happening.
so I called Cox when it wasn't working.
they said there was no outtage problem, and checked connection through my cable modem. they said it received signal and re-acted nomal.
I don't know what's wrong now. I used to run win2000 and never had this problem.

I'll really appreciate your help!

mistake, I,m only running zonealarm. no window firewall.

Thor 86, you mean disable QoS Packet Scheduler?

Anything in event viewer? Have you tried the Windows firewall instead of ZA?

It could still be cox, they've been known to fib before...

isn't it automatically configured?

most time it's working fine but from time to time it's not working.
1/3 of web page loaded and stopped. if I check bottom of window tap, it was saying 'opening page' but it sat there forever. then I open another IE, it shows 'page can not be displayed.' couple minute later it worked fine again.
when it stopped, I called Cox support and they found out nothing.

do ZoneAlarm and winXP have any connflict issue?

anyway I disabled QoS as Thor86 suggested.
will it decrease any system peformence ?

it seems like everything works fine now.

I think QoS was a pboblem. since I disabled QoS, it has been ok.
now worst is 10-15 seconds delay. that's a lot better and I can stand it.

hmm, then I don't know what caused that problem.
my last guess is then Cox. they had some outtage problem right before I had this problem occured. howerver they claimed they solved that problem and it wasn't their falut.

does disabling QoS affect any system perfomance or anything?
if not, I'll leave it as is now since my problem is kind of solved.
