Win XP Internet Explorer/downloading issue. Help.

Have a friend who has an 800 mhz P3 with 384mb of PC100, and he installed Windows XP on it. He can view web sites just fine, but when he goes to download a file, it just hangs, and won't download. It never even asks him where to save it to. No firewall software installed and XP's firewall is off. No antivirus. He has DSL through fuse.net in Cincy. Previous install of ME worked fine on the same PC and same DSL line.

He can send and recieve fine through FTP and MIRC, so this seems to be an IE problem. Any suggestions here?

**update** he formatted the hard drive. It still won't work with a totally fresh install of XP. I sent him Opera over MIRC, and it works fine, but he wants to use IE. ??????????

not sure...he apparently fixed it by formatting and then NOT installing an IE6 update from Windows Update (by manually selecting the packages to install)

just thought I'd post this up in case someone else had the same problem, thanks for the suggestions.
 
Humm... wonder if the update had anything to do with it.. I have all the updates and every thing seems to be fine.
