Win XP Install Probs

I'm buidling a new computer and I'm having trouble installing windows xp. I am booting off of the cd and when it loads up the necessary files, it just hangs at the setting up windows part. I can't even format my hard drive or anything. When I try installing windows 98 se it seems to freeze when I am trying to put in my serial #. Does anyone know what's wrong?
