Win XP install help

I'm installing WInXP Home on a Samsung 30.0 GB HDD with an ECS K7SEM motherboard. I allowed XP setup to format and partition the drive NTFS. Setup copied a bunch of files and is now nearing the final stage of the setup but it keeps rebooting. Every time! It comes up with the setup screen, says there are 39 minutes to go, the progress indicates "works" for about 15 seconds, then the PC reboots, only to repeat the process over and over again. I powered down, removed all media from the optical drives and rebooted again with the same result. Any suggestions?

BTW, XP was working perfectly on this PC last week. After applying the Service Pack 1 it became "stupid," which is the reason I am re-installing the OS.
