Win XP Home high CPU usage

Looking at the task manager under performance tab, the meter fluctuates from 88%-96% during idle.I also looked at Processes tab but everything is showing 00 execpt for System Idle Process at 99.I ran both Ad-Aware and Spybot as well as AVG but did not find any spyware or virus. The system really is slow considering that this install of windows is only 5 days old.The system specs by the way is the same as in my sig. The big question is what is causing it and how to remedy it?
 
I had a similar problem a while back. Never was able to figure out the specific culprit, but on the suggestion of an ATer...

Go to tomcoyote.org, register (free) in the forums, download HiJackThis from the tomcoyote website, run it and post the log in the HJT forum. People will look at the log and suggest solutions. It took me a few days (day 1: do this and post a new HJT log, day 2: OK, do this and post a new log, etc), but eventually I was all cleaned up.

I think that is normal for system idle to show high cpu usage when computer is idle. I think it is a measure of" available" cpu cycles, or something like that. As I am typing this my system idle is showing 90-93%.
 
Fixed.There seems to be an issue with one of my mobo's pci slot (very bottom),moved it up one and everything is OK.Anyways thanks for trying to help.
