Win XP fax problem

Whenever I attempt to send a fax with XP's fax application the fax monitor reports 'no answer' without first going off-hook or dialing. The dial-up modem log shows that no attempt was made to dial the recipient's number despite an extensive dialog between the modem and the fax application. There is no evidence of trouble in the modem log and the modem functions normally with other applications. Has anyone used XP's fax application to send a fax with a dial-up modem? Any ideas?
