Win XP Boot and USB Problems

Hi,
I have a MSI K7T266PRO-RU, an AMD 1 GHZ Athlon, Western Digital 80 GB HD. I recently got the HD and wanted to do a fresh install. Unfortunately when I install WinXP, the USB ports go dead and it takes a long while to boot up. Sometimes it doesn't boot up at all and I have to goto safe mode, and restart, then it works. It's not a problem with setting the FSB past 138 on a KT266 cos I'm running at the normal 133. When it was working fine WinXP would boot up with 7 of those blue things zipping by on the boot screen, now it's upwards of 60. I tried installing updated drivers from VIA but that doesn't work. I also know I shouldn't have to install drivers cos WinXP usually has them itself, I've done fresh installs before and had no problem. Any help would be appreciated.
