This isn't the first thread you've provided erroneous tax information. That being said, the Code (and some states) allows you to offset wins up to the extent of losses (and in the case of the federal return, you must itemize to offset).

As for an on-topic reply, the fact that these payouts aren't included in eligibility income is a damn travesty. Furthermore, why is this individual purchasing lottery tickets in the first place?

B/c he didn't, he won the money on a game show sponsored by the lottery.

If you can afford luxury items like lottery tickets you have no business leeching off the taxpayer.

You'd be surprised by the number of employed people that are on food assistance. If he sacrificed something to purchase lottery tickets, all the power to him.

He wouldn't have gotten on the show and consequently won the jackpot had the ticket not been purchased. That's my point.

One has to choose between eating and lottery

A monkey will choose pressing a button to get food
A monkey will choose going to food stamp office to get food (pressing the button).
Give monkey hoards of money, monkey doesn't understand, monkey press button (food stamps, well conditioned by now, get food)
Monkey will still press button to get food (for fucking free, just by pressing button).

Since you can't forbid people from buying the tickets, should they win they should get a severely diminished payout, in addition to a suspension of benefits. These guidelines really need to be given another look, in all honesty.

How many poor people play the lottery that don't win? Want to bet that the aggregate amount of money spent by people on the lottery by people on government assistance is far more than is won by that same segment?

What's worse:

[1] Guy wins lottery, is a legal resident of the USA, and is collecting food stamps. He made the effort to ask if he could still receive food stamps - and they said yes.
[2] Someone who is living in USA illegally receiving food stamps, welfare, etc? He/she makes no effort to ask if it's ok to receive assistance and is a financial drain on society.

The system is obviously screwed up and hopefully this will change it so those who have the sufficient funds to provide for themselves are not allowed to receive benefits.

Sure you can.
They do it with people under 18 all of the time.

If you have enough spare cash (something the state should know) that you can buy lottery tickets you shouldn't get your assistance. Period.

Yet another example of why the state should NEVER give out cash payments to individuals who "need" help.

Probably 1/3 of the citizens of the state are on food stamps (and probably 1/2 of those are misusers or defrauders). Its become moderately rampant all over.

Remember the receipt showing a bunch of lobster tails and Porterhouse steaks purchased with EBT card? That was from Michigan, too.
