I recently cleared my hardrives of all the crap i have collected over the years. Windows was also causing me problems in that it wasn't reconising my CD drive or giving me the use of my mouse. After reformatting my drives and reinstalling win 98 I found that my computer took an absolute age to load things up on CD. Then my problem returned and now I can not use my mouse or go into control panel. I then tried installing win ME in hope it would combat the problem, but it didn't. NE ideas
 
This will also give u an indication to what i mean. Currently i'm trying to reinstall me with an estimated time of 292 minutes.
 

It's obvious that you have a hardware problem, make sure that your cd is clean, if that's no help it's probably your cdrom drive so try cleaning it, if that is no help i suggest replacing it with a new one. As for your problem with the mouse try using the latest drivers for it.
 
THe Cd, CD drive are both clean infact ME ins brand new. I have a microsoft optical explorer mouse with the lateset drivers installed.
