WIN ME INSTALL PROBLEM!

when I try to insall it starts copying file then a screen pops up saying "cannot load intallation files" & pop's me back out..I have 98 installed now....any suggestions?

is this related to that whole hdd error deal?

free space?
run scandisk to check for file system errors.

no ac this is a whole different system i'm working on...ran scandisk no problem..defragged ..then went to load & me gets about 17% in & says it can't load system files....this system has an upgrade from 95 to 98 on it ...but it's still weird...It's a 10 gig with 50% of space left..98 works fine on it......I think I might be cursed.....
