WIN DVD HELP!

I have just got a new Dell Inspiron 3800 laptop computer. I have video out on an ATI 2x AGP 8MB RAGE Mobility?M-1 3D video graphics card. It is S-Video. I have WIN DVD 2000 installed on my notebook. I bought an S-Video connector to hook the lap top up to my TV. I can see everything fine even at 800X600 EXCEPT Dvd movies. No matter what I do, I can not see the movies on my TV when they are being played. It just shows a black screen. I can see the mouse pointer on the TV, but no image from the movie. I can see the image on my laptop, but not on the TV. I have heard that this may have to do with a certain protection on the DVDs. Is there any way around this protection so I can watch my DVDs on my TV? Is this why I can't see my movies on TV? I thank you ahead of time for any help you may have to offer.

You have to use the DVD player provided by ati. But, becuase of licensing I don't think you can download it off their web sight. But, I am sure someone should have it posted.
