Win 98 loading

I have a system restore disk from a retail pc for win 98. I have a retail copy or win 95. I would rather use win 98. I have just built a new system. I need to install an os. I have a dvd drive and a hard drive that are both recognized, but of course won't boot into dos without the win 98 startup disk. I have a win 95 and a win 98 startup disk. I need to get an os loaded onto this pc. Someone gimme some tips on how I could go about getting either of these operating systems loaded.

I type E:\setup at the dos prompt after running the win 98 startup disk and it tells me bad command or file name.

I really suck with dos so I need to be told EXACTLY what to type.

ok it's not as bad as you think.
just go into your bios settings and have your computer boot off of the cdrom. it should pop up with an option start win98 setup. click enter and you're ready to roll.
if you don't have that option you should make sure that in the bios you have boot-off floppy activated. just put the disk in the drive and it should automatically take you to the command prompt. this will activate cd-rom support. now type e:\ (or whatever letter is assigned to your cdrom)
then you should be able to type setup and that should run the 98 install.

I have the option of disabling the hard drive and the floppy as boot devices and just leaving the cdrom as the only boot device, I do this and reboot.

It does not give me any option to start win 98 setup. When I do the regular boot up off the win 98 boot up floppy disk, I cannot access setup from the cd. i can access the cd, and I can view the dir, but I cannot open setup.
