I've set my computer to enter sleep state after 1 hour, but it doesn't enter sleep after an hour. How do I find out what is causing the problem/preventing sleep state?

That command is usually interpreted by the system as after 1 hour of inactivity. If there is any activity, the clock starts over.

I know but sometimes I fall asleep while the computer is on, and next morning it's not in sleep state.

Windows may think that you're sharing media from your computer, and will prevent it from going into standby. There should be an option to disable this in your power policy.

Also, there maybe some utility running. I set my AV program to do definition updates early in the morning, like about 0300 to 0400. That can also be when a system scan takes place. I don't bother using sleep - I just turn off the monitor and leave it alone. Sometimes I come in and greet the day at about 0600, and find the system has rebooted due to some auto update. You might also set your sleep to not wake up due to mouse movements.
