Win 7 Licensing question

So I know the licensing agreement was changed for Vista so that with the retail versions you were not tied to one specific set of hardware. Meaning you could install and reinstall the OS through multiple motherboard upgrades.

Does anyone know if this is going to again be the case for Windows 7?

That's been the case for every version of Retail Windows. Microsoft tried to limit it when Vista was first released, but changed its mind. I don't think the EULA for Windows 7 Retail has been released yet.
 
Unless you buy an OEM copy I don't think you'll have a problem reinstalling it when you change computer components.
