Win 7 Install from Win XP

I'm trying to install my new copy of Win7 but having some issues.

I boot from the Win DVD, it goes through the loading files screen, and gets to the splash screen. At that point, it automatically restarts the computer.

If I let it boot from the hard drive, it does the exact same process with WinXP, also restarting just after the splash screen. It prompts me to pick a windows mode but starting normally, safe mode and last known configuration all do the same thing.

If I boot from the DVD again after a restart, it repeats the whole process.

Is there a way to format the drive and start at the beginning? I've tried going into XP's recovery system to format the drive but that doesn't do anything.

If you have a computer to download from, just download Bootit next generation and make a cd or a usb flash drive to boot from.Don't install the program just use the partition software to wipe the drive and then reboot after pulling the bootit disk out, put in win7 and start the install again
 
Could very well be hardware related. I would look at memory first. Power supply is also possible. A bad DVD drive is another possibility. Maybe the media is bad?

Not that this probably matter for the install portion, but for updating, make sure the date is correct.
 
Wiping it with Bootit erased what was left of WinXP so that if I boot from the hard drive it tells me there is no operating system. However, when I boot from the Win7 dvd it still gets to the splash screen and restarts.

I think I have some other memory to try. The power supply is about 3 months old. I thought the media might be bad as well so I tried my WinXP cd and it also reboots right after copying the setup files.
