Will Windsor end up the year with no murder?

i love windsor. great city. used to take me 10 minutes to get there from detroit. surprised they cleaned up though. used to be lots of fights over at don cherrys and the other dance club around the corner.
 
I always thought stories about how dilapidated Detroit was were exaggerated. Until I looked on Google Street View and on the first try found a street with literally blocks and blocks of falling down abandoned buildings. One looked to even have a tree growing out of it. And I don't think I saw any people either. Maybe they've all killed each other already.

Bet you could find a street like that in pretty much every large city.
 
Windsor is one fugly city. Anyways, why is it that Toronto's annual murder rate is always 60 -/+ 5 ? I mean it's always 60 or 62 or 58, why is it so predictable? Why can't it be 17 one year and 95 the next? It looks as if all murderers call each other up in September and say "Hey we are only at 30, let's kill 30 more to get it right" and then call themselves back in December and say "Hey guys, put away the guns, stop, we already reached the 60th mark".
