Similarly, Bush is not running for the White House this year...and Guiliani is not a legislator...so the Democrats don't really benefit from trying to polish these turds, especially considering that American public opinion of Congress is not particularly favorable right now.
Hillary doesn't need SCHIP to win next year.
It will help getting a filibusterproof Senate and building the majority in the house though.
GOP as a whole will be held accountable for this. Even those who voted for it
