As someone earlier stated these things are cyclical barry.
One may certainly argue your point that a Democratic congress would have quote "controlled George better"...but the reality is the reason there was a republican president 2 terms running and a republican congress was a reaction to the poor job that the democrats did.
People got just as fed up with the Democrats as you are now with the republicans.
If in fact the republicans do not start shaping up in whats left of thier term we may well see a return to the Democrats and the cycle will start all over again.

I actually like the Cato Institute's solution, the system only REALLY seems to work when the President is from the minority party. That way the President and Congress really do provide a good check on each other, and you don't have a situation where Congress views themselves as a rubber stamp for "their" President...the situation we've had for the past 5 years (and the situation we'd probably have with Democrats as well).
