Do you think this PSU will be able to handle my system in 64-bit?

Antec SmartPower 2.0 SP-400 400W Power Supply

I'm also considering the 450W and 500W models, but I'm on a budget and the 400W is obviously the cheapest out of the three.

It would be fine for your rig, but I would personally pick a different PSU. You can get a Fortron AX500-A for $73 at ewiz which is a better choice then all of them.

Why? What's wrong with the Antec?

There have been some reported failures lately, but I think that's largely due to the fact that so many people own antecs. That psu you picked out should be fine. If your do want to go with another psu though, I would suggest the Enermax Noisetaker 420, which is about the same price.
