No. Apple knows that you want it, and therefore will exclude it. They know that 99 out of 100 people will buy it anyway, and they don't need your money.
Honestly, I have no idea. Just look at how long it took for a radio to end up in an iPod.
Why? 95% of the GPS use on the iPhone is used on Google Maps, which requires a connection. Doesn't make sense on the iPod Touch. Why would someone buy an IPT only to have to buy the $99 navigation software to get offline maps? I don't think Apple would do that as it only hinges on people buying nav software... in which case you're better off getting a dedicated GPS.
