...because before the BIOS hands off the boot process to a disk, it hasn't read anything from the hard drives - so the BIOS has no idea what is or isn't installed. A bootable CD is always bootable provided that the BIOS supports CD-booting at all.
First rule of newsgroup/forum postings; It's always faster to ask others to do something or answer a question than doing it yourself.
