will my PSU affect my GFX card??

I have a dell dimension 8200 (2.26 Ghz, 512 RD RAM, x700pro) and I wanted to know if the power supply will affect how the GFX card performs. I heard that Dell PSU's are really bad, and also proprietary so I can't upgrade them without messing with the wires. I recently upgraded from a GeForce 4 ti4600 to the x700 pro, and the computer seems to get some random restarts, but only under VERY high system load. An example is when im quitting/starting a high end game and also talking on ventrilo. But this restart only occurs like once every week or two. Also, if I switch to a 6600GT, will that be better or worse? More or less power consumption? thanks for your time ;D
 
althought the 6600gt performs better than the 700pro most of the time, its based on the power consumption, which i think may be more than the ati.
