the original minutemen were from the revolutionary war, just because a racist group like the KKK used that name to patrol the border in the 30's does not affiliate the Minuteman project of today with the Klan. A border fence could be very effective here as well. Minimal monitoring to catch people tunneling or climbing etc. Open borders just scream "Come on in".
