Check this TechYesCity video, he compares an i5-4440 (mid-range Haswell quad-core, much like yours), with a i9-9900K, and a GTX 1660 Super and an RX 570.

Hah, he was saying to go with at least an i7-4770 with a 1660 Super, which is very nearly my configuration (I have a Xeon E3-1231v3, which is a 4770 minus 100 MHz). And even with the HT I still get cpu bottlenecks in a couple of games, such as Shadow of the Tomb Raider and AC Odyssey. So if 4C/8T Haswell bottlenecks a 1660 Super I have little doubt a 4C/4T Haswell will significantly bottleneck a 1660.

Personally in op's shoes I'd hold onto that GTX 970 and do a platform upgrade to something based on Ryzen 5 3600 or better, and then in a year buy whatever the best value card is in the $200 to $250 range. Because even today the 970 ain't bad. If mine hadn't died last year I would have kept it and done a platform upgrade to Ryzen 3600 this year instead of upgrading the gpu to a 1660 Super.

it depends on what u do with the computer , if u r playing 1080p games it will bottleneck but for daily use u will have no problems
