Will games and other programs be patched to support NCQ?

Maybe a few of this year's games if it actually makes a real-world difference and not just a useless-benchmark difference.

But for most games, there's not always enough development budget to even patch all of the bugs, so a "would be nice, maybe" feature is way, way, way, way down on the to-do list.

No game/application should be talking to the controller directly. Thus the answer to your question is no.
 
Actually, every game/application has to use asynchronous read/write for the NCQ to be usefull.
