I am talking to someone local now about a 5s and the price is good and they claim to need money. They also claim they are not canceling their service but if they did would this blacklist the phone? I know Verizon and Sprint will blacklist phones over a bill, not sure about att though

Yes. Might take a while for them to blacklist it though

I'd rather play it safe and not go for it

I assume it's the same as if it's reported stolen by the original owner - you pretty much have no protection unless you know the person is extremely trustworthy. Even on sites like swappa, I never buy from folks who don't have a decent sales history to show they don't pull these tricks.

I did hear that Verizon would "transfer" the ownership of a phone in store if both of you are there, protecting the buyer. Never heard of doing the same with AT&T.
