The 99gon would have to be ginormous for you to differentiate between it and a true circle. I'm pretty sure this is the point your teacher was attempting to show to you.

Hold on I'll do it...

edit: fvck it. I did a 99gon in Illustrator and got essentially what amounted to a circle. You had to zoom in so close just to see any side to it.

some quick and dirty pseudocode:

float X[99], Y[99]
for (n=1 to n=99 step){
X[x] = Cos[2*pi/99*n]
Y[x] = Sin[2*pi/99*n]
}
Plot(X,Y)

Use your brain and a spreadsheet program...

*smacks head*
Why didn't I think of that?

Who would've guessed that 99-gons were phallic?

Psh, what isn't seen as phallic anymore? I bet you look at the Washington monument and think about sex. Statue of Liberty? Yeah, you're thinking about what's under her robe. And every time you look at porn, what are you thinking about? HMM??? Same thing anyone thinks about - pickled pig ears, what else? Perverts....

People are having the toughest time reading the posts in this thread

It can have 99 sides but be shaped like a square with zigg zagging sides. Still a 99gon. That's the point they might have been trying to make.

You could see what a 99-gon looked like if you made it large enough. Say give it a one mile diameter and you would easily see the 99 distinct sides. But doing it on a piece of paper or in photoshop yields what looks to be a circle.
