Will an athlon64 3200+ limit my gaming at 1280X1024 res?

That's what im running w/stock hsf @ 2.2 and an 800xl which runs my 1680 x 1050 w/no problems. I pretty much only play WOW though.

2.0ghz Venice should be enough for any game, especially newer ones. you will probably be GPU limited (not CPU) in a handful of games.

an OC couldn't hurt if you wanted to. you could probably get 200-600 mhz more at stock voltage without much rise in temps. fwiw, i use always 1280x1024 and my Venice at either 2700 or 2808mhz is way more than enough. I don't notice much difference running it at 2.5ghz, 2.2 or even stock 1.8ghz really.

7800GT for sure is the bottleneck in my rig

Youll be fine with just a bit of an overclock.
