Will AGP4X cripple a X800XL?

My motherboard only supports 1.5v AGP, and I think the X800XL AGP I ordered will only run at 8X with 0.8v. But, it can run at 4X with 1.5v.

My question is: is it still a good idea to buy the card (considering I have a 9600SE - running at AGP 8X) or will it cripple it too much?
