It shouldn't. The only reason it would is if your network settings weren't set correctly. Anytime you leave it to the pc to configure anything, it will be slow.
If you have your NIC set to get an IP address via DHCP (dynamic IP), it will take longer to boot, because the NIC attempts to get an IP address upon bootup.
If you define your own IP address (static IP) you shouldn't notice a difference.
