Will a system upgrade improve my Radeon 9800p frames/sec?

Will a system upgrade improve my 9800p frames/sec?
Or in other words, is the Radeon CPU bound in his current rig?
This question is for my nephew who is pc clueless, but likes to play UT2004.

What follows is my suggested transition.
From:
Epox 8K5A2+ w/ VIA KT333 chipset

Just SKIP THE REST if this question is TOO LONG

To:
Biostar SFF IDEQ 200N w/ nForce2 chipset

To be transfered from Epox to Biostar system:
Barton 2500+(unlocked) running @ 2GHz in Epox
1GB PC2700
Radeon 9800 Pro
80GB WD Hdd

He just got a new 19" CRT which can do 1280x1024@85Hz but currently his frames only look good at 1024x768. I'm wondering if the 333fsb is choking the Radeon. So...

1. would he likely see improvement with the Biostar with its dual channel mobo and a likely 2.2GHz clock?
2. How about if in addition to 1. he were to upgrade the DDR to PC3200 for a 400 fsb and a 2.2GHz clock?
3. Finally if he went with a 3000+ A64 and PC3200 and dropped the AXP?

Note: The reason for the Biostar is he wants another pc in his office anyway and it needs to be small so I'm thinking of this transitional path that recycles his old hardware but may allow him to game with the Biostar until he ponies up for the A64. Once he gets the A64 system he can take his Radeon and PC3200 mem from the Biostar and use it inside his A64 system.

Is the Radeon CPU bound in his current rig?
