Will 4k streaming ever be possible on phones or tablets over 4g lte or 5g wireless ?

I think it will be possible with 5G, I also think carriers will restrict it because of bandwidth concerns.
Definitely not on a train, train operator would be foolish to think 150 people on a commuter train could use that and it not being an expensive mess.

Why 4K? You need a pretty good sized screen to notice a difference

LTE is plenty fast enough for 4K now.

4g LTE will handle 4k without issue. 5g will, but will be limited only to certain areas until the infrastructure is in place and that's going to take a long time. Most phones don't even have 4k capable screens. Its not worth having a phone capable of 4k streaming because the screens are so small. It's not even worth having a phone with 5g capability because it's so limited right now too.
