wifi hotspot without the internet access - how?

Hi all,

I'm interested in setting up a wifi hotspot so devices can connect, but I'm not interested in internet access for the connected devices. Really, what I'd like is for my wifi-only (non-3g) Kindle Fire HD, iPad or Win7 laptop could act as a hotspot and connect devices together.

Is this possible? And if so, what's the best way to do it?
 
thanks! That looks pretty neat.

I also came across the Raspberry Pi, which appears that it can do something like this to, although will take some work to get that up and running.
