When the punishment is more severe due to frequency of crime, that kid just absorbed the anger that was likely caused by several other kids.
Did he deserve an ass chewing, yeah, probably. But not by the OPs wife, by his parents.

I can't blame the wife though. We all lose judgment and make poor decisions.

No. This is not the kind of behavior that the parents can decide whether or not it is acceptable. The OP's wife did nothing wrong.
