What I don't understand is HTF would he get shocked.. In order to get shocked, wouldn't he have had to contact the metal in each socket? Thats why I don't really understand the point of those plastic fillers for electrical sockets since putting scissors in the socket shouldn't electricute you, right.....?

When I meant 'to work' I meant that I got a reading on the multimeter, not that I got shocked you dumbass... I didn't get a reading from the meter when I put on conductor in and one to a 'ground'. Tried both sockets, no luck. I didn't bother using the 'ground point' in the socket because I don't think that would have been a good idea (proximity issues for one thing).
