Since Cad has mentioned that al Qaeda has attacked Turkey, Saudi Arabia, Spain, Pakistan, India, and a host of other American allies, Phokus's real insinuation is that it is those countries fault for alligning themselves with the United States, whether or not they were against the war in Iraq. Yes, the fault is not Al Qaeda's, it's the government and, by proxy, its citizens' fault for making the wrong choice in Phokus's and al Qaeda's eyes.
