Why would you lose a dial-up connection every minute?

OK, I'm on a cruise ship and you can hook up to the internet through a dial-up connection using your laptop.

I know the backbone would be a satellite connection and that would have drop offs, but I'm having to re-dial every minute to re-connect to the ship's modem.

Why would the cruise line have it set up like this?
