Why won't the console drop down in MOH:AA?

You need to add a +set sv_console=1 to the game's shortcut.

And in anticipation of your next question, fps 1 displays the framerate, not the standard cg_drawFPS like in other Quake 3 based games. 🙂
 
Or just go to "Advanced" properties in your configuration menu and check mark "Console".

Sorry Sniper, but the console shortcut I gave you was for another game. You don't need to do this for MOHAA.
