Why this disk only 511MB

HI, guys , I have a cendyne CD-rw, just got it from Amazon.my first time use a CD-RW
, And it works well with CD-R.But when I useda CD-rewritable with it , strange things happened. The disk I use is a PNY 700MB disk,and I use the IN-CD , which came with the drive. After I formatted it , the disk only had a capacity of 511MB.
any idea?
 
Dark4ng3l is right, when you use a packet writing software like InCD or DirectCD you have to format the disk first, you can then use the disk like a floppy disk.

This method of using cdrw's is risky at the best of times because there only has to be one error on the disk and the whole thing becomes unusable, it's has happened to me on a couple of occasions. I don't use DirectCD any more.

You can always use software like EZ-CD by Adaptec or nero to write to the CD in sessions, like track on a audio cd, until the cd is filled. You can then get alot nearer to the full 700Mb that you want.
