why the price difference?

Just look at the specs.

The top one is rated at 2-3-3 (cas 2) and the bottom is 3-3-3 (cas 3).

I'm sure they got the prices backwards or something.
 
I dunno. Maybe they aren't making that crappy stuff anymore and supply is getting low so they mark it up? Or maybe they are assuming the customer will pick the more expensive one thinking it's better?
