Why the key combination Ctrl+Alt+Del?

Was there are specific reason that these three keys would be pressed in tandem? Is it hardwired into the BIOS?

I don't believe it is. In Windows you can't change the behavior of ctl alt del (well you probably can somehow in NT), but in many other OS's you can.

Edit: I'm talking about after the OS is loaded. Before the OS boots, yes, the bios understands ctl-alt-del.
