Walking down the street the dude behind me's screaming, "HOLLA! HOLLA!"

WTF? You're already hollering jackass, STFU. Most annoying slang word. Evar.

It's sort of a greeting. You see someone you know, "HOLLA!"

Or you want to raise the excitement in the room, "HOLLA!"

Or you want someone to call you later, "HOLLA back at me Y0!"

It's all-purpose.
