Does a PCIe 4x slot provide more power than a PCIe 1x slot?

Yah, sorta. Both can supply 25W, but a card in 1x slot can only use 10W at startup until it requests more. The motherboard can theoretically deny this request, so a 1x card shouldn't assume it'll able to get full 25W.

The U3S6 is a PCIe 4x card so maybe that's why they didn't put an auxiliary power connector on it.
