Does anyone actually celebrate black history month - besides al sharpton? I have a couple black friends, and i highly the doubt that the month of Feb really changes their standard of living or quality of life.
It's not a celebration, so no one celebrates it. It's purpose was to teach everyone that black people did more in American history than pick cotton and eat watermelon. The creator was a high school history teacher, so he knew first hand how black people were completely ignored in the history books. This was only about 10 years after "Birth of a Nation" had come out which was supposed to tell the story of American history and ended up portraying the Ku Klux Klan as heroes, blacks as inferior, and had most of the black people acted by white people in blackface. Edit: in all fairness the blackface was because they had rules against a black man coming into contact with a white woman.
Carter G Woodson wanted a more honest portrayal of black people, their role in American history and what they had accomplished. The same way that there were white heroes in the history books, he wanted the blacks of note to also be recognized. It is psychologically damaging for a kid to grow up being told that no one who looks like him has accomplished anything. Putting some positive role models out there, while a small step, was progress.
That's where the equality comes in.
