Why is the US flag being flown at half staff?

Maybe I'm smoking crack, but I could have swore the flag was at half-staff today on a shot during us open tennis.

But that brings up the question - who has the authority to do so? I though only the prez could order it, or possibly I guess states have the authority. don't know.

Hmm...so that would mean that businesses and individuals cannot unilaterally decide to fly flags at half staff?
