Because the Palestinian knows the Israeli would have a harder time firing his weapon if he's shaking hands.

I saw the video footage, the two guys came out (palistinians) and surrenderd and it seemed pretty forgiving...From what the newsman said it didnt seem like they were the terrorists, rather just innocent by-standers thats why they were so welcomed by the isrelis and not really "arrested" They said they were to go free after they checked out at the isreali military hostpital..
